The board will:
– Consider approving a letter to Governor Newsom requesting dedicated funding to support a joint county/state male community reentry program in Shasta County. The envisioned facility would provide approximately 100 beds, 60 for state-supervised and 40 for county-supervised individuals, and offer comprehensive rehabilitative services through partnerships between Probation, Behavioral Health, the Workforce Development Board, and community-based providers. This facility is intended to be built at a property on Eastside Rd.
– Related to the same proposed facility, consider approving an agreement with Nichols-Melburg & Rossetto, AIA & Associates, Inc., for preliminary architecture and engineering design services for the “Corrections and Rehabilitation Campus Project.” According to the staff report the county put this out to RFP in August and the design services are needed in order to finalize an environmental impact report for the site.
– Consider a cost of living increase for elected officials and department heads despite the county having failed to reach a labor agreement with mid-level managers. The cost to the general fund of the proposed raises is approximately $1.7 million over three years.
– Receive a presentation from the Shasta County Fire Safe Council regarding wildfire preparation and prevention programs and resources.
– Consider providing the Good News Rescue Mission with $2.6 million in opioid funds to help build a substance use disorder facility that’s being primarily funded by the state. According to the staff report the Mission’s planned funding source for this amount did not meet state guidelines, leaving the Mission without the needed match to acquire state funds for the project. See the proposal here. See the Mission’s current approach to recovery here. Please note that the Mission does not yet have experience providing medically assisted treatment for substance use disorders.
