The Redding City Council approved an updated lease agreement with the Shasta-Trinity Fly Fishers for the Clover Creek Clubhouse. The lease terms include a 20-year lease for $2670.96 annually with the option of three additional extensions through 2073. 

Before the vote took place, Mayor Dacquisto asked the City Manager and City Counsel why the new long-term lease wasn’t subject to the Surplus Land Act, which requires a municipal government to declare land as “surplus,” meaning it isn’t needed for government purposes, before selling it or signing any long term leases. This SLA was notably important to Redding residents last year when the city received an unsolicited proposal to declare portions of the riverfront as surplus property to make it available for sale or long-term lease and development. Once a parcel of city-owned land is declared surplus there are a number of other considerations and processes that would need to take place before it could be purchased or leased. City Manager Barry Tippin responded that it was not subject to the Surplus Land Act because it is an existing lease and no new construction or demolition would be taking place. We have not fact-checked his claim.
