Redding plans to appoint a top REU executive as interim finance director
Joseph Bowers, an assistant director at Redding Electric Utility, could temporarily step into a department head role that was recently vacated by Greg Robinett. If appointed, Bowers would split his time between his current role at REU and Redding’s top finance role, at no additional cost to the city.
Redding City Council members are hoping to appoint an interim finance director tomorrow night.
The role became vacant a few days ago when former city Finance Director Greg Robinett, who’s also the city’s elected treasurer, stepped down to take a new position. He first stepped into the director role in 2023.
Recruitment of a full-time finance director has yet to begin, but council members will consider appointing Joseph Bowers to pick up the role in the interim. Bowers is a top executive at Redding Electric Utility, where he currently serves as associate director for resources.
His LinkedIn profile indicates that he’s also a certified public accountant who’s held roles at REU for the last 10 years. Before that, he served as a senior CPA and a comptroller.
According to a staff report, Bowers will continue to maintain his role at REU and be paid by the utility company while dividing his time between REU and the city’s interim director role. Placing Bowers temporarily in that position, the staff report indicates, will allow the city to remain budget neutral despite the one-time costs associated with a payout of accrued unused leave to Robinett.
Redding’s finance director is responsible for financial reporting, accounting, budgeting, analysis and other responsibilities that support the city’s fiscal operations.
Bowers was selected to hold the role by interim City Manager Michael Webb, who stepped into the city’s lead management position after the unexpected death of former City Manager William Tarbox. Robinett’s departure from the role comes as the city faces also faces a number of other top vacancies.
The council will vote on Bowers’ appointment tomorrow during its regularly scheduled Tuesday meeting in the council chambers at Redding City Hall.
