Redding Police Chief Barner placed on administrative leave with no explanation

Captain Brian Cole has been appointed as acting chief, according to a city official.

Redding’s police chief has been placed on administrative leave with no explanation from the city.

Interim City Manager Kari Kibler told Shasta Scout today she has appointed Redding Police Captain Brian Cole as the police department’s acting chief in place of Brian Barner, effective Dec. 30, 2025. She said she’s not able to release any other information, “as it is a personnel matter and confidential.”  

In a social media post, Redding City Council Vice Mayor Dr. Paul Dhanuka said he wasn’t aware of the city’s decision to place Barner on leave until after it was announced, and that he has requested an emergency council meeting. 

“Out of respect for all parties involved and to ensure a fair process, we ask that you refrain from speculation and avoid sharing unverified information,” Dhanuka said in the post. 

Barner first joined the police department in 1992 and was appointed chief of police in 2023. Cole was hired by RPD in 2006.

Kibler, who’s also the city’s personnel director, became interim city manager just a few weeks ago. She’s due to be replaced by the city’s new hire for the role, William Tarbox, after he takes the position sometime at the beginning of this year, though the exact date hasn’t yet been specified by the city.
