Clint Curtis has Registered to Vote in Shasta County Using an Address Owned by Election Commissioner Patty Plumb
Florida-based attorney Clint Curtis is scheduled to be appointed as Shasta County’s Registrar of Voters tonight, May 13. He registered to vote in the county last week, using the address of an Election Commissioner who’s also an outspoken opponent of the Shasta County Election Office.

Shasta County’s newest election official is scheduled to be appointed tonight. Clint Curtis was selected by a majority vote of the Board two weeks ago. He’s a Florida-based attorney with no election management experience. He hopes to instill trust in Shasta County elections by adding cameras to the process of ballot processing, and providing that footage as evidence to the public for review.
While Curtis has never lived in Shasta County, he’s still eligible under state law to become the county’s Registrar of Voters (ROV). Minimum state qualifications for the position require him to be a registered Shasta County voter, but only by the time he’s appointed to the role.
With Curtis’ appointment on the schedule for tonight’s board meeting, Shasta Scout reached out to the Shasta County Elections Office to confirm his voter status by requesting his voter registration information. Crosschecking that information with the Shasta County Recorder’s office, revealed that the address Curtis listed is owned by Ronald and Patty Plumb.
Patty Plumb is a Shasta County Election Commissioner, which means she serves on a five-member body that provides advice to supervisors on how to run elections.
Shasta Scout spoke to Ron Plumb a few minutes before the board meeting began tonight and confirmed that Curtis used the Plumb’s residence for voter registration purposes. He did not respond to additional questions.
After tonight’s board meeting Curtis told Shasta Scout he’s staying with the Plumbs explaining that they are his friends. Under state voting law, registration can legally occur using a temporary address if you are a resident of California. Asked if he felt living temporarily with an election commissioner who provides advisory oversight to the Elections Office might present a conflict of interest, Curtis said no.
Plumb was one of two election commissioners who submitted documentation as part of a lawsuit filed against the Election Office earlier this year. Shortly after the case was filed, county supervisors suspended the Election Commission until the current litigation is resolved. It’s the second case that’s been filed in the last year by election activists. The first was thrown out for lack of evidence.
Patty and her husband Ron Plumb also lead the local chapter of a movement known as New California State (NCS), which is actively organizing to carve a 51st state out of parts of California. NCS’s most recent proclamation, which was released in January 2024, refers to California Governor Gavin Newsom as a “pusillanimous craven dictator” saying his words and actions are a “grave danger” to all Californians and accusing him of insurrection and the intent to secede from the United States.
Last October, Plumb spoke to supervisors on behalf of NCS, claiming local elections officials were “torching the trail behind them” to commit fraud in the November general election. She and others read from a cease-and-desist letter claiming that supervisors could be guilty of treason if they certified the election results. They did so anyway, but only “under duress”.
The three Shasta County Supervisors who voted for Curtis to be selected for ROV have said they aren’t concerned about the safety of Shasta County elections, but believe he can create a new approach to election monitoring that might influence processes in other jurisdictions across California and the nation.
