In Shasta County, Outside Money Helps Supervisor Kevin Crye Pursue “Local Control”
Shasta Scout’s analysis of donations both for and against Crye’s recall indicate that only about a third of his financial support comes from local sources. Can “local control” be gained with outside money? Crye says yes.

Across Redding, signs in support of, or opposition to, the recall of Shasta County Supervisor Kevin Crye, have bloomed across the landscape.
Crye faces a recall vote on March 5. Those who want him out of office say he’s been one of three fiscally irresponsible and reckless leaders who’ve destabilized the County in ways that will cause long-term harm, including his decision to seek out, and act on, election system advice from MyPillow CEO Mike Lindell. Crye ran for supervisor on a platform of promoting unity and tackling governmental corruption and says his track record speaks to his success.
He’s also a vocal proponent for local control. But the majority of the funding Crye has been using in attempts to maintain his office comes from outside-the-county sources. Of about $266,000 in total monetary donations reported through February 15, 2024 only about $92,000, or 35%, have come from individuals and businesses within the county where Crye holds a seat on the local board, the kinds of people he says he wants to offer more local control.
The majority of the money supporting Crye, $157,000, has come from the Water Users Committee, a political action committee (PAC) that’s based in Shasta County but funded mostly by wealthy Connecticut donor and former Shasta County resident Reverge Anselmo. Another $16,000 comes from individuals and businesses outside the county in a variety of locations across California and the United States.
Some of his larger local donations have come from the Redding Rancheria, which has directly benefited from one of Crye’s most significant decisions in office, and Jon Knight, who Crye recently voted to appoint to public office as part of the Mosquito Control Board. Crye also received a donation from Dr. James Mu who has since been appointed as the county’s new public health officer.
After Crye’s early votes in office, including his decision to cancel the county’s contract for Dominion voting machines in favor of seeking to hand count votes, a group of cross-partisan recall proponents mobilized across Shasta County’s District 1, where Crye was elected by a margin of only about 50 votes in the fall of 2022. In public comments, some have expressed distrust about Crye’s use of the term “local control” when he’s voted in opposition to the policies and proposals of other local officials, including the county’s registrar of voters and sheriff, both of whom were elected by the people of Shasta County.
Recall proponents sought out signatures during long hours at local grocery stores and in empty parking lots, eventually gathering more than 4,000 signatures. It’s a number that represents roughly one-seventh of registered District 1 voters, and was enough to have Crye’s recall certified and put on the March ballot.
Monetary donations in support of Crye’s recall have totaled about $257,000 up to February 15, 2024. It’s a little less than Crye has raised, but the amount that comes from local donors is significantly greater, representing about $238,000, or 93%, of total donations.
Pro-recall donations have come from almost 500 unique donors, with only about 35 of those listing addresses outside the county. While no PACs have supported Crye’s recall, labor organizations have donated $10,500. There are also large donations from a few individuals, including “Red” Emmerson, the owner of Sierra Pacific Industries, who has donated $4,000.
Some local donors to Crye’s recall, including Eric Silberstein and Charlie Menoher, have given repeatedly. They’re also among those who frequently speak at local meetings where they advocate for “sane and responsible governance” and call out Crye for what they see as his fiscally irresponsible decisions.
Jeff Gorder, a retired Shasta County attorney who frequently speaks for the recall group, says he is tremendously proud of the grassroots support that the effort to recall Crye has gained, saying he sees the civic engagement that’s represented by the number of signatures and donations as “historic.”

Speaking to Shasta Scout by phone on Friday, February 16, Crye said he felt taking outside money in efforts to gain local control is fair, given that he exhausted the giving capacity of many local donors during his campaign for office in 2022.
“When people talk about local control I think it’s crazy,” Crye said. “Because that’s what we’re doing . . . (But those who support the recall) want control and have lost control in their minds so that’s why they’re pouring all this money in.”
Crye also said the donations coming to him from outside the county come without strings, which makes them legitimate.
“I can’t be bought,” Crye emphasized. “I can’t be bribed. I can’t be purchased.”

Even though Kevin Crye will probably get recalled I feel sorry for the people who vote to recall him. It must hurt to be so dumb.
It’s all about control of land and water. A handful of rich elites are financing the recall and brainwashing innocent folks for their own personal benefit .
Redding Rancheria has been hounded by Sierra Pacific, Emerson, Bethel majority in Redding City Council, and Rolling Hills Casino. Kevin‘s previous opponent, Resner, was in the pocket of Bethel and Sierra Pacific. Bethel majority gave away the city land for cheap to Emerson with the sole purpose of blocking Redding Rancheria‘s commercial access. This was a sleazy action and was proven illegal in the court of law.
Recall proponents Judy & Lee Salter have used McConnell foundation to sell our county water back to the county at an inflated price for decades. They have also been part of land grab for the riverfront property. A decade ago they busted the union demand for prevailing wages to build their pet project of Sheraton. Redding city gave them that land for cheap even though local contractor Alan Shuffelberger sent a check for $1 million dollar. And, it’s not for charity. Lee Salter retired but kept getting paid paid $750,000 for a very very part-time job of secretary with The McConnell Foundation.
Bethel, K2, McConnell foundation, received a super sweet deal for the multiple projects in Redding. Resner is another elite who kept her DutchBeo open while letting other businesses close during COVID. Public saw through such blatant corruption. A lot of those players are mad that their candidate lost against Kevin.
These rich liberal elites couldn’t recall Jones and decided to go after Kevin to get Newsom to appoint their crony.
Thanks for taking the time to analyze the proportions of donations to both campaigns. I find it interesting that many who support Mr Crye assert that there’s no problem with “outside” donations, yet the video they are circulating against Mr Plummer tries to imply that because he had some small donations from about a dozen places across the country, he is somehow doing their bidding. Mr Anselmo has done an excellent job of figuring out which buttons to push to try to keep the board in his pocket.

Of course Nick will not comment that the county is now being sued on the Rancheria deal, due to Mr. Crye and Mr. Jones refusing to listen to county counsel. Undoubtedly, Nick will see the reports on the news today. The fact is that the county being sued will cost big bucks. I wonder if Nick and his buddies will help pay for that? Or Mr. Anselmo? We shall see. This lawsuit we are all about to experience is big news and it is why we are recalling Mr. Crye. This was a reckless decision, as stated in the lawsuit. Shipping Dominion back without a plan was also a reckless decision, causing the state legislature to make new laws about counties getting rid of their voting system. Now no county can get rid of their voting system without having a new system in place, approved by the state, in California.
Why do the Recall supporters hate Redding Rancheria so much – Racism or land dispute ?

Major proponents and financiers of the recall are opposed to the tribe’s casino. Rather than openly opposing casino they are just using Kevin as a pinata.
Major reason for Crye’s victory last year was that his opponent (and Bethel Majority in Redding City Council) gifted public land to Emerson for the sole purpose of blocking the commercial access to the tribe’s land. Another councilman called the sale ” sleazy” and later a judge concluded it to be illegal. They should have stopped.
However, recently, they formed a new shadow organization for the sole purpose of suing the tribe and county’s agreement. Tell me if this sounds like a desperate vendetta against the tribe or is this an old-fashioned land grab?

I think anyone on either side of this issue does well to be aware of in-county big money interests just as they should be aware of out-of-county big money interests.

There have been no past lawsuits by this county that have occurred on any Board that Mary Rickert was on that incurred legal expenses. Shasta County did join several counties across the country in the opioid lawsuit in 2018. The terms were if they won, no expenses were incurred. They won and the monies were used to fight opioid addiction locally, statewide and nationally.

Our Country is in serious decline, and we are at a tipping point. Liberal policies are not sustainable. Here’s another fact that’s not published—100% of the time Gov. Newsom has appointed a replacement, 6 times, to a vacant county board seat, it has been a liberal, a democrat.
You forgot to mention a couple of things. Each county asked him to appoint. Each county was Democrat, with the exception of one. But they wanted him to appoint the gal who was running because the community liked her and she was a member of the Yurok tribe. The election was held two and a half months later and a Republican won. Butte has been vacant for over 20 months and going to election in March. Modoc was vacant 10 months and went to election. No appointments by this Governor, who Crye has everyone believing is after a power grab! Hilarious!

Nick Gardner conveniently forgets that we were nearing the end of the Dominion contract, and easily could have negotiated a similar deal as Hart. He also forgets to mention the hours and $$ that were spent on months of preparing and learning the new machines, and preparing for hand counting, requiring 1300 new employees to work the election, paid and vetted by the county. This preparation was not free! The decision from the state to not allow hand counting came in October, saving us from having to hire workers and expend another estimated 2-3 million on handcounting ballots in a county this size. This expense was not even considered before Mr. Crye dumped Dominion for this ridiculous folly. Nor does Mr. Gardner ever mention that this Board only approved bare minimum of machines at the price tag of $861K. We only bought machines to cover the disabled and handicapped, per state law. Crye, Kelstrom and Jones did not know that we could not run an election without machines, even if we went to hand counting. As usual, they do not thoroughly research their decisions. Rather, their decisions are knee jerk, and cater to conspiracy theories.

You are so far off base with all of your accusations. I am not Mary Rickert, and I fully realize that we did not have to pay Dominion on the last two years of that contract. So we agree on that. But we made that decision with our Supervisors, with the exception of Mary Rickert, NOT KNOWING we had to have machines for the handicapped and disabled, per state law! So instead of keeping the machines we had, and getting a cheaper contract in 2 years, we just got rid of what we had! Then we bought back a lesser system. How is that saving money? In order to criticize CDA for her decision 13 years ago, what were the rates of the system she bought then, compared to now? Is Hart as powerful and cost effective as Dominion, or does it require more manual work? How can you make such an outlandish statement if you have no comparison information?
Cathy made the statement to the press that she was going to have to train her staff in handcounting and the new machines. That is fact. It is not that the workers are stupid, as you insinuate, it is to ensure a smooth and fair election. You do not think the machines require training, dry runs, and accurate checks and balances? Isn’t that what we all want?
As to hand counting, I would think you should get an estimate from CDA’s office to see what she estimates the amount of hours her staff spent on something they did at the request of the board? If it is a number you like, I assume you will go with it, but since you seem to think her estimates for hand counting were outlandish, and assume it could be done for much less, prove it. Don’t forget, it is illegal in this state to use volunteers to hand count. Mary Rickert knew that. Mary Rickert knew the counters had to become county employees, fully vetted. Mr. Crye did not know that.
As to CDA negotiating a deal with Dominion, we cannot compare apples to oranges. With the Dominion we had, we had the full capabilities. The Hart deal was purchased prior to AB969, and is bare minimum to satisfy the state requirement for the disabled and handicapped population. So I would think, to be fair, she should have been able to get a system that gave her the capability she had before this board ordered her to ship them back!
Have you asked Mary Rickert how many times she has sued the state of California on this board, or voted to do so? I think you should. After all, you are inferring that this Board will spend 1% of what she spent. Exactly what has Mary Rickert spent on previous boards suing the State of California? I plan to ask her.
So, if you intend to badger me about my responses, please be sure to provide the facts, and answer my questions. It remains my opinion that with careful forethought, we should have kept the Dominion machines, and finished our contract, which ends in one year now. Then we could have renegotiated a new contract with Hart, with hopefully a more complete system, comparable to what we had with Dominion, at a more reasonable cost then the contract 13-14 years ago, which does seem very high. But unlike you, I realize there are reasons for that, and before blasting off on how wasteful that contract was, I would want the alternatives available at the time. Be sure to have that information before further defaming CDA.
Thank you Ms. Pierce for bringing clarity to the hypocrisy of the claim by Mr. Crye that he is interested in “local control”. It is quite obvious, even to the most casual observer, that Mr. Crye’s bemoaning the very remote possibility that California’s governor will appoint a replacement for him while being primarily funded by a Connecticut oligarch is meant to inflame his supporters.
Mr. Crye admits accepting Mr. Anselmo’s money saying, “outside the county money comes without strings” implying that it therefore counts a local contribution. And by use of these verbal gymnastics he would have us believe that $157,000 buys no influence. Only the most naive would believe that money does not buy influence and only the deceitful who benefits from the receipt of the money would claim “I can’t be bought. I can’t be bribed. I can’t be purchased”.
Silberstein lived mostly in a big city of Seattle as weapons company executive before recently moving here. He has “loaned” or donated almost $50,000 to the recall.–I wonder what he expects for his 50 grand?
How about Jessica French, a local blogger being paid more than $10,000 by the recall committee? She is part of recall Facebook page TYSK. She is always so critical of Kevin and current board but never discloses that she is actually getting paid from recall committee.

I read these pro Crye comments and stats and just shake my head. It’s very easy to have “factual” opinions when you hang out on the outside of the County bubble. This County govenment is a smaller version of big government. You all have no idea what really goes on.

This is just another liberal slanted article. Kevin Crye has made excellent decisions for the citizens of Shasta County and is helping the board majority lead the County in a positive, conservative direction. This County can no longer afford to follow the path of failed liberalism in this State. Our county sovereignty and individual freedoms are at stake. Liberals are always OK with taking Soros, Zuckerberg and other local/outside liberals’ money for their pet projects. But ex Shasta County resident, conservative, former marine, Reverge Anselmo and his money continues to be demonized. He had a beautiful destination facility in Shingletown. Shasta County is the loser in his departure. Thankfully he is still willing to help Shasta County conservatives in their efforts to move the County in a positive direction. Vote NO on the recall if you support true conservative values including the need to stand up to our tyrannical State Government which continues to infringe on citizens constitutional rights including the Countys ability to govern over local issues.

I appreciate Shasta Scout’s reporting on the outside money for Crye: Reverge Anselmo mostly I’m assuming. This man so hates Shasta County that he is financially supporting those supervisors who will most destroy this county financially. Hopefully people will be sensible this time around. I’ve hear from a few female Trump supporters I know who despise Crye, so there is hope.
The fiscal impact of buying the Hart voting counting machines should be the deciding factor of whether it was a sound decision or not.
To rent the Dominion machines Shasta County paid $266,000 per year, $3,990,000 over 15 years (Kathy Darling Allen) plus more for special elections. By buying the Hart vote counting machines for a one time cost of $861,454 (Mary Rickert) the taxpayers saved well over $3 million over the 15 year life expectancy of the Hart machines and that’s before software updates and service costs for the Dominion machines. The thing about owning the Hart machines is there are no more costs to the taxpayers. We could have elections at no cost to the taxpayer.
Another example or Kevin Crye’s deciding vote saving the county money would be the savings of over $400,000 per year by the county not administering the Continuum of Care and letting the City of Redding take over the leadership role. More than $400,000 was the cost to Shasta County to administer the CoC that covered 7 counties and their cities with none of them helping with the expenses.
These savings will go on year after year and will help fund a new jail, rehabilitation programs, county infrastructure and, yes Mary Rickert, animal control, as well as other services.
The almost $1 million severance package given to the CEO, County Attorney and Public Health Doctor only applies if any of them are “Fired Without Cause.” If any one of them is fired for a legitimate reason he will NOT receive the severance money.
Vote No on the Crye recall.

Crye, along with Jones and Kelstrom has been a catastrophe for our county. Starting out with attacking our voting system and falsely accusing Kathy Darling Allen of fraud. He then sneaks off to meet with the Pillow Idiot and then attempted to evade the fact that he charged our county for his trip. Crye, Jones and Kelstrom have been making public policy decisions based on fraudulent information and they need to be stopped and held accountable.

Obviously, the outside donors have an interest in maintaining Crye’s vote on our local Board of Supervisors. Local voters? Not so much. What is the real agenda here? His behavior, reasoning, support for Jones, etal and poor boardsmanship as worsened by his position as board chair all offer cogent reasons for his immediate recall and replacement!
Article has some glaring omissions with a biased title with and incorrect analysis.
Local control should not mean control by a few rich elites like Emerson, Salter, or Silbestein. Silberstein lived mostly in a big city of Seattle as weapons company executive before recently moving here. He has “loaned” or donated almost $50,000 to the recall. People don’t want that.

Average local citizen can not afford to fight this big money from rich elites.
Anselmo had a legitimate business (that makes him local as well) in Shasta county until he was hounded by the good old boys. That have a chance to the local average citizen to fight back.
Don’t forget that recall committee has extensively used “external” media like LA Times and SF Chronicle to paint the whole county and Kevin as evil. That’s an “external” interference too. And, now they are willing to let “external” governor Newsom to handpick a crony. How is that a local control?
By saying he was “hounded by the good old boys”, are you referring to the County Resource and Planning Department requiring him to secure permits for buildings on his property before building them? And you consider someone local if they haven’t lived or owned property here for more than a decade? Are you serious?
There is a lot of outside money,/dark money that flows into this news aggregate. Make no mistake. You are a new aggregate. This is what drives the narrative.

I completely agree 100 percent. They have been very biased and judgemental.who cares who donates to him. I don’t see them posting about who donates to democrats.
