Redding clerk race not included on Shasta ballots 

The candidate for Redding city clerk, appointed incumbent Sharlene Tipton, has no opponents. It’s not yet clear what impact leaving the race off the ballot might have on the election process.

The Redding city clerk race was not included on this November’s ballot.

Shasta elections official Clint Curtis said he can’t discuss the matter with a reporter until Friday but Erin Barnhart from the Redding City Clerk’s office confirmed that the race was slated to be included in the general election this fall.

In July of 2023, Sharlene Tipton was appointed to fill the remainder of the Redding city clerk term formerly held by elected official Pam Mize. She filed candidacy papers earlier this year announcing her intent to run to maintain the role in the November election and appeared on the qualified candidate list for the ballot with no opponent listed. The city’s website also shows the race as slated to appear on Redding voters’ ballots this fall. But a sample November ballot provided in the digital Shasta County Voter Information Guide doesn’t include the race and it does not appear on a ballot received by a Redding-based reporter. 

State election code indicates that a candidate running unopposed must appear on the ballot unless they have already been appointed to fill the seat 75 days prior to the election. That hasn’t occurred in Redding in the last several months, Barnhart confirmed. 

The California Secretary of State’s Office responded to an email asking how the possible omission of a race from the ballot might affect the election by referring the question to the Shasta elections office.

  3. One more example of the incompetence of ROV Clint Curtis. Perhaps he should spend more time doing his job than grandstanding before the gaggle of social media influencers, pretend journalists and election deniers who surround him. I signed the “CLINT CURTIS: RESIGN!” petition at change.org. I urge everyone to read that petition and sign it if you agree. Mr. Curtis may ignore it, but he won’t be able to dispute the fact that the people of Shasta County want him gone.

  4. Looking forward to seeing which employee Curtis throws under the bus. That’s 100% how this snake oil salesman will respond. It’s unlikely to be one of his mouth-breathing allies.

    Kevin Crye is a lame duck. It wouldn’t cost him a thing to admit it was a bad idea to hire Curtis, who is clearly an incompetent imbecile. Chris Kelstrom is going into the November election with incumbency on his side, but Los Tres Pendejos’s track record and stupidity fatigue are dragging him down. He might gain back some brownie points by swearing off being a rubber stamp for the MAGA/MAHA/M4L clown car and pledge to be merely reasonable.

    Neither Crye nor Kelstrom will admit to making an obvious blunder with Curtis’s hire. Humility isn’t in their makeup.

  6. Someone I know alerted Curtis to this error and another one regarding the Redding City Council race. He was dismissive, claiming he would be gone in January anyway. I guess all the election deniers he hired are now denying us the opportunity to vote for city clerk. Kelstrom was the swing vote to appoint this idiot; remember that D5 voters!

  7. Joanna Francescut had the overspray issue with the ballots when she was acting ROV. This cost taxpayers well over $250,000. Also it was just proven that she had PRA documents mixed in with the 2024 election materials.

  8. This omission, if it is determined that a new set of ballots need to be printed, will seriously affect voting in Shasta County. It would be a very effective act of voter suppression if it was intentional. Curtis needs to be looked at intensely for fraud. It so fits in with the trump mode of tyrannical dysfunction!

  9. In California, cities can cancel the election if opposing candidates don’t exist. Paperwork may have to be prepared and executed but the issue is most likely fixable.

    Clearly, unprofessional, lacking transparency and possibly done intentionally to create chaos. The Florida attorney turned instant Shasta County official without being elected wants money from the taxpayers of Shasta County when he departs back to Florida. His claim for damages needs the assistance of chaos and such. Therefore, “give him the quarter of a million so he leaves town” sediment may occur.

    I feel we should put him in jail for filing a false claim for damages when it occurs.

    I’m certain he has a few more tricks up his sleeve. Let’s be smart and make sure he’s not rewarded for it.

    But, you know those damn liberal Democrats socialists will give him anything he wants and stand by him no matter what.

    Let’s not forget the gay men who stand with Clint Curtis and there change of standards when a woman takes his place this coming January.

  10. My ballots lists the candidates for Redding City Council, but there is no mention of the Redding City Clerk race. This means you cannot write-in a candidate for a race that (mistakenly) does not exist. Maybe taxpayers will have to pay for a supplementary ballot which includes the Clerk’s race. Voters should keep this in mind when voting for District 5 Supervisor.

  11. I guess the incompetence includes never having heard of write-ins. Didn’t Lisa Murkowski (Alaska senator) once win her seat as a write-in candidate?

  12. The election process requires Sharlene Tipton to be on the ballot. Remember if running unopposed, we can still write in a candidate that we wish to be elected. By not putting Sharlene Tipton on the ballot we do not have that option. I don’t believe that is legal according to election law.

  13. Easy taxpayers money indeed if Sharlene Tipton continues not appearing in the November’s ballot; is Ms. Tipton in cahoots with Clint Curtis? Think the worst and you might be right.

    According to the official City of Redding Master Salary Schedule, Sharlene Tipton’s base salary rate for her full-time administrative role as Administrator of the Office of the City Clerk is set between $8,584 and $11,160 per month.

    This translates to a annual base salary range of $103,008 to $133,920. She also receives the separate elected official stipend of $600 per year for fulfilling the role of City Clerk.

    Additionally, total public compensation data for the department demonstrates that actual total wages for this position typically trend toward the higher end of the scale—around $128,406 in base earnings—supplemented by an estimated $51,000+ in retirement and health benefits.

    • Did you not read the article? She filed candidacy papers signaling her intent to run. She did what she was supposed to do. There is no conspiracy.

  14. School boards, if unopposed, are normally left off the ballot, but I hear some of those uncontested seats are listed anyway.

    Sloppy work. Not surprising given where the office’s attention has been lately. But does it make any difference at all?

So let me get this straight: Kelstrom, Harmon, and Crye decided that Mr. Clint Curtis was the way to go even when it was clear that he was inexperienced and that most people in Shasta county would have preferred the experienced Ms. Francescut. The board was warned that it would be a terrible mistake to appoint him.

    And STILL no evidence of any of that election fraud that our local election deniers claimed was going on.

    If you really want to return to sanity in Shasta county, then just remember to vote against anyone who has any connection to putting those election deniers in our election office.

      Mezzano was buddy buddy with Crye and in discussion with him on how to beat Resner. Even was meeting with Zapata.

      We need accountability for this clown show we have brought here and a complete change of leadership from the usual Christian zelot sheriff or business owner who wants to push their own selfish agenda.
