Union representing Shasta’s election staff calls for resignation of ROV Clint Curtis
Election employees represented by Teamsters Local 137 have issued a vote of no confidence in Curtis after he responded to his censure with new allegations against staff. Another union representing election employees is expected to issue a vote of no confidence on Monday.

Shasta election staffers represented by Teamsters Local 137 have issued a vote of no confidence in elections official Clint Curtis and are calling for his resignation from office.
Heather McFall is a representative for the union, which represents four mid-level managers and supervisors at the Shasta Elections Office. She issued a statement late today calling for Curtis’ immediate resignation.
“Our members have no confidence in Clint Curtis’ ability to lead the Elections Department or manage employees,” McFall wrote.
Her statement follows a censure by the Shasta County Board of Supervisors on Tuesday, and an additional rebuke from County CEO David Rickert today. Supervisors voted 3-1 to issue the censure, which is simply a formal rebuke, in response to two county investigations that substantiated findings of misconduct by Curtis against staff. That misconduct, the county said, included threats of violence, verbal abuse and retaliation.
McFall addressed the censure in her statement today calling it a “reprimand not a remedy.”
She said the county’s investigative findings “confirm what our members have reported for a long time: this is not an isolated incident, but a pattern of behavior that has made the workplace unsafe and untenable for the people who serve Shasta County voters.”
Calling Curtis’ behavior “preventable,” McFall said that county administration and personnel have been aware of the problem since mid-2025. “Our members raised concerns repeatedly and instead of decisive action they were met with delay.”
Supervisors’ decision to censure Curtis now, McFall said, “does not undo the harm already done to employees, and it does not protect them going forward.”
McFall said the union is calling on Curtis to resign his position immediately, noting that “our members deserve a workplace free from threats, retaliation, and disregard for their rights — and they deserve leadership.”
Curtis did not immediately respond to a request for comment this evening.
Alongside the staffers represented by Teamsters Local 137, another 12 are represented by LiUNA Local 792 UPEC. Their representative, Robert DeLong, also issued a press release tonight referencing the county’s investigations, as well as the board’s censure and saying together they “raise serious concerns about the treatment of the dedicated public servants who work in the Elections Department.”
“We stand with the workers who have had the courage to speak up and we will continue advocating for workplaces built on dignity, respect, accountability, and fairness.”
DeLong told Shasta Scout that the union’s next member meeting is Monday when he expects staffers to issue a formal vote of no confidence.
He also made note of Curtis’ actions on Tuesday, shortly after the censure, when he invited the media to his office and shared security video of specific employees, accusing them of breaking and entering.
“I do worry about employee safety,” DeLong said by phone. “You’ve seen he’s targeting specific employees without even a full investigation.”
The county said today that Curtis’ allegations against those staffers were violated employees rights to due process, putting them at risk. DeLong agreed, but he also acknowledged that the county has few options when it comes to changing the behavior of an official who is holding an elected position, as Curtis does, after being appointed to the role last year.
“There’s not much they can do unless he commits a crime,” DeLong said of the county. “And even then it wouldn’t just happen overnight. The supervisors are pretty powerless.”
Curtis is scheduled to maintain his role as the county’s top election official through the end of this year after which former Assistant Registrar of Voters Joanna Francescut will take his seat, after beating him out in the June election.

Contracted employee or not they would still have to pass the background check to be approved. ROV, as an elected position (even if appointed by a foolish BOS), has jurisdiction over operation. The BOS has jurisdiction over the budget & on contract approvals that meet requirements of County contract requirements. The current Assistant ROV is on payroll with medical leave. The BOS would need to approve a budget amendment for funding a secondary & intermittent Assistant while the current one is on leave and still an employee. Additionally, the BOS could always do a budget amendment to reduce any approved funds for staff and salary if the current budget allotment for staff and salary is below projections for actual costs. If there are no approved and available funds to cover a contract, it can (and should) be blocked by the BOS.
The audacity of Curtis to hire convicted Tina Peters to replace Turner is outrageous. And on a contract basis so he can circumvent Shasta County HR procedures?

There remains the option for the district attorney to seek a grand jury indictment against County Clerk Curtis for malfeasants and/or misfeasance. If she does so and receives that indictment, he cannot avoid the trial by resigning from office. For a lawyer, he surprisingly does not demonstrate that he knows that actions cause more than the creation of laws: Actions cause the implementation of laws.
It’s a sad story that never should have occurred. The hiring process employed by the BOS at the outset seems to be drastically flawed. Name calling and political rhetoric aside, it’s a huge and sticky mess.

Something that was left out of this reporting is that the Teamsters union donated $1,500 dollars to the Joanna Francescut campaign on 6/9/26, a week after the June primary had already ended.
They obviously have a vested interest in removing Curtis from office.
So, they donated after Curtis had already lost? What “vested interest” could the Teamsters possibly have in the ROV of Shasta County? Your logic reminds me of the Underpants Gnomes from South Park. I think Clintie is about to FAFO with the Teamsters. Even Walmart doesn’t mess with the Teamsters.

Thanks, Shasta Scout. The light shone on Curtis, revealing serious issues not only in his behavior but also in threats to the democratic (a word the Supervisor Crye said he hated) process needed to preserve our representative democracy.

Curtis was brought in, in part, to Trumpify our elections and to appease and endorse local MAGA and its court-proven lies. As reported by Shasta Scout and other outlets, including The Los Angeles Times, Curtis has accused his predecessors in the registrar’s office of election fraud “without evidence,” calling on the DOJ and FBI to “raid the office.” And remember that Shasta County grand juries investigated local elections twice and found no wrongdoing; the state found the elections satisfactory, and local courts have thrown out the lies as well.

We have heard these lies, spouted by Curtis, Hobbs, the Shasta Five, their local funders, and most of the Republican Party, for years. Remember, as they did with Trump, Curtis and Crye were both endorsed by the Shasta County Central Committee, and the Shasta County Republican Assembly endorsed Measure B, with funding overlaps among all. Now, Shasta County has buyer’s remorse? Better late than never.

Fact is, MAGA supervisors and the MAGA-controlled Republican Party have promoted Curtis and his lies for years, but perhaps supervisors are finally realizing that Curtis might be overstepping legal boundaries. Although Corky is not concerned about Curtis’s behavior, the rest of the county administration, most ROV employees, and many county residents are.

To protect our county employees and the Nov. 03 General Election (28 days from now), supervisors need to ask Curtis to resign immediately, implement Director Monica Fugate’s recommendations to separate him from ROV staff, and then consider other legal processes if he refuses. Joe too: I will step in to say that in my experience with locals the Republican party continues to contain diverse thought, including the folks who support Trump wholeheartedly, those who do some with some reservations as well as those who do not support the MAGA movement at all. As always, I will firmly advocate in this space and elsewhere against labeling and name calling, which tend to reduce people into the most simple caricatures of themselves possible, and often to our own detriment as well as theirs.
I understand not wanting to indiscriminately label people, but the non-MAGA local Republicans are allowing the MAGA faction to run wild. Know them by their actions, silence is complicity.

One need only look at the 2023 Republican primary results to know 15% of Shasta County Republicans did not vote for Trump. I suspect a good percentage of those who did held their nose and voted for him to support their tribe.

According to the latest available polling in August 2026, Trump still has the support of 3 out of 4 Republicans — though that support has fallen significantly since the beginning of his second term. So I would easily stipulate that if any local Republican politician speaks out against Trump and his MAGA policies, they’re just about done politically; I know a couple. Yet the tone-deaf silence, in my opinion, is effectively support for Trump and very harmful to representative democracy.

Curtis implied around election time that his loss couldn’t be legitimate because this is a heavily conservative county. What he doesn’t seem to grasp is that Shasta County residents don’t like outsiders, especially those with zero experience in administering elections who are appointed over a long time staffer with over 15 years of experience.
He’s not wanted. He never was. He had his position gifted to him by a Supervisor who was trounced in June, another who barely made it to a runoff, and an incompetent Supervisor. He was originally championed by yet another Supervisor who was trounced in the 2024 election. It’s time to accept that the majority of voters don’t want him here and resign.
