Shasta elections official’s claims stir agitators, prompt more county pushback

Claims made by Shasta ROV Clint Curtis over recent weeks, including references to “suspect ballots,” have prompted a few local supporters to push for action from both the sheriff and the federal government.

Outside of the Shasta County Sheriff’s Office on Park Marina Avenue this afternoon, about 20 people gathered with colorful signs that expressed pleas for help from President Donald Trump and calls for action from Sheriff Michael Johnson. 

The group’s demonstration was intended to put pressure on the sheriff to investigate allegedly fraudulent ballots counted as part of the June primary. The group was comprised of Measure B proponents, election staff and other supporters of elections official Clint Curtis. 

“We need somebody to take these ballots,” said Dan Ladd, the organizer of the demonstration, referring to ballots that have been locked in an upstairs room at the Market Street elections office by Curtis in hopes of federal intervention. 

About 20 minutes into the demonstration, a self-identified journalist, Corinne Cliford, started speaking to and recording the crowd. She said she’s a member of the White House press corps, a group of journalists who cover the president, and that she has been in touch with federal authorities to investigate the ballot claims made in Shasta. 

During her extended comments on video and for the crowd, she made various unbacked claims, such as that the McConnell Foundation has ties to antifa and that county supervisors were corrupt for not paying to defend against the state’s litigation over Measure B, a newly passed Shasta law. She said California’s elections need to be cleaned up, seemingly making her own call to vigilante action.

“We have to live by the people, for the people, of the people, with the consent of the people, backed by the militias, backed by 2A, backed by the retired military,” she said. “That’s what’s going to have to happen if the feds won’t come in and authenticate the ballots, if the sheriff won’t authenticate the ballots.”

Shasta’s registrar of voters’ claims of suspect ballots have gained widespread attention and allegedly drawn FBI agents to the county to investigate, something the federal agency has not confirmed. But some residents think the sheriff should also get involved and seize the ballots to investigate himself, an action that would violate state law

It’s a move Riverside County Sheriff Chad Bianco made earlier this year and that’s currently being battled in the California Supreme Court. 

Sheriff Johnson doesn’t appear to be planning to yield to the demonstrators’ demands to investigate the ballots, according to a press release the sheriff’s office posted on Facebook shortly before this afternoon’s demonstration. The release stated that the sheriff is aware of the “controversy” involving Curtis and the ballots, saying it’s his understanding that the FBI is investigating the matter. 

“Therefore, Sheriff Johnson is urging members of the public to be patient and await the results of that investigation,” the release said. “At this point, launching a second investigation could complicate a process already in place.” 

Some of today’s demonstrators also took issue with election staffers allegedly breaking into a room at the elections office, a claim made by Curtis earlier this month after he was censured by county supervisors for prior misconduct against staff. 

His claim against staff prompted a press release from CEO David Rickert saying Curtis had violated employees’ rights to due process. Another county response was released today with the support of the board of supervisors, referring to Curtis’ claims about ballots and employees as “frivolous” and saying he had undermined “the very principles he was appointed to uphold.” 

“The County condemns the conduct of the Clerk-Registrar of Voters and invites all relevant state and federal agencies to review the allegations he has made,” the county wrote, “and to proactively investigate his official actions and practices as Shasta County’s elections official.”

During the demonstration outside of the sheriff’s office, lead Measure B proponent Laura Hobbs announced that Supervisor Corkey Harmon had agreed to provide funding to pay for authentication of the alleged suspect ballots, which was met with cheers by the small crowd. 

Harmon has since confirmed her claim, though it’s not clear who would authenticate ballots or how that would be accomplished. 

Nevertheless, Cliford, the White House reporter, called Harmon a “hero” for his willingness to provide funds. She said she’s going to try her best to “make the right introductions” to ensure the alleged issues at the Shasta elections office make it up to the federal level.

“The next time I see Trump in person, I’m going to tell him we have alleged counterfeit fake ballots,” she said, “and I’m going to hold everyone accountable for whomever did not help the good people of Shasta County to get their ballots investigated.”

  2. Money talks. Check the list of donors to Crye/Harmon/Kelstrom. Check what businesses support measure B. You will find many familiar names. Boycott the businesses who are behind the election deniers. Don’t forget that our government uses vendors who support this nonsense. Find out what vendors the COR and SC use. It should be public record. Shasta Scout this is an issue worth following up on. Let the local politicians know that it is not OK to enrich the very people who are paying to have our free and fair elections shut down.

  6. The White House Press Corps appears to be anyone from a blogger to credentialed reporter with no official membership required. There is the White House Correspondants Association which requires membership and abidance with ruled of conduct and ethics. This might elimnate so called White House Press Corps member Corinne Cliford. At the Tuesday Board of Supervisors meeting she stood in the press section taking pictures of the audience and the proceedings with her cell. Then she got up and spoke about various election conspiracy theories and mentioned she is a member of the “White House Press Corps” which doesn’t seem to fit the normal ethics of jounalism.
    Next time I go to Washington, D.C. I think I’ll “join” the White House Press Corps and report on my vacation.

    Second, the massive assault on free and fair democratic elections by Trump is rapidly moving through the courts. Today, 25 states filed a new federal lawsuit directly challenging Trump’s illegal USPS rule on mail ballots. And no, the Supreme Court’s August 24 decision DID NOT hold that Trump’s order is constitutional or lawful, but it did open the door to a fresh flurry of litigation. Locally, the California v. Shasta County (Clint’s and Hobbs’) Measure B case is dead for now, and nationally, Trump’s SAFE ACT is failing.

    Third, Sheriff Johnson should have cited the small gathering at the Park Marina Office for being Trump-Drunk. Additionally, Corinne Clifford, a pathetic yet dangerous joke, is inciting possible civil disorder with threats like if Johnson or “the feds (FBI)” don’t take over the Shasta County Elections department, MAGA, “with the consent of the people, backed by the militias, backed by 2A, backed by the retired military,” will do what? Commit so local 06 violence for Trump?

  8. Joanna Francescut is going to inherit a real mess by the time she is sworn into office in January 2027.
    Francescut’s silence and inaction on the ongoing political theater don’t equate to prudence and wisdom; rather there are symptoms of political inexperience and up to a certain point cowardice.
    Major changes in the county’s ROV department seem virtually impossible under the leadership of Joanna.
    A sumptuous salary of 150K per year seems to be the core reason why Mrs. Francescut run for that position.

      But California law leaves him in office until January. Until then, she has no authority. What would you have her do?

      The salary is irrelevant as she won’t start to get paid until she takes office.

  9. Ever notice how folks happy with the status quo dismissively label protestors “agitators?”

    • Mahmoud: We checked the definition of agitators before using the term in this headline. Broadly, it means a person who is stirring up public dissent in order to challenge the status quo. It fits well.

      • That’s the definition, but not the connotation (which is probably why the Scout did not use the word once in any of the ~dozen articles about the Nowains despite them twice shutting down government meetings).

        In fact, according to a google search of the domain, Scout journalists have used the word “agitators” only a handful of times — all but once when labeling election activists (the other, when refuting social media claims of a busload of outside antifa agitators during the BLM protests).

        Commenters at SS have used the word an additional dozen or so times (both liberals and conservatives). In every single instance, “agitator” has been used dismissively.

        During Covid, the New Yorker described anti-lockdown protests as “agitators” while Fox used the word protesters Both organizations reversed those labels when describing BLM activists. When ICE killed Renee Good, the Trump administration labeled her as an agitator. The word has been used negatively in the US going back to Southern descriptions of abolitionists.

        Calling one group of activists agitators and not the other is an objective indication of bias.

          • There is about as much evidence of recent election-altering fraud as there is of recent racially disparate use of deadly force by police: almost none. There are highly publicized exceptions, but the quantity of these incidents falls more under anecdata than evidence.

            However, there is ample historical evidence of both.

            Election fraud: LBJ’s box 13 scandal in 1948, JFK/LBJ’s widespread “irregularities” in Chicago and East Texas in 1960

  11. Shasta County taxpayers suffer and Clint get the attention he so sadly needs. We all know how we got here and at least two of the reasons (PJ & Crye) have been voted out as has Curtis. For the demented souls who continue to spout the election nonsense what can be done? Leaders are fleeing Shasta County/Redding and Medical professionals are avoiding it. Is there anything that the average, politically moderate citizen do to stop the madness? Joining the procession that is leaving this area is one answer that is looking more attractive every day.

In a nutshell, this has nothing to do with the integrity of our elections, everything to do with wanting additional hurdles put in place for members of any political party other than the Republican Party. Since more Democrats than Republicans prefer to vote by mail, they want to severely reduce that option. Only disabled or deployed service members would retain that option. Since women, by a significant margin, are more likely to vote for Democrats, they can suppress their participation by requiring ID to vote. Marriage or divorce can result in their ID not matching the name they registered under when presented for in-person voting. Since minorities are more likely to vote Democrat, requiring more documentation to register to vote will disenfranchise that group. Finally, more Democrats, by a wide margin, prefer early voting compared to Republicans. Requiring one-day voting will limit that group’s participation. The SAVE Act is designed to suppress voting by women, minorities and those who prefer early voting or VBM. Suggesting our elections are corrupt is their motive for demanding major changes to our voting systems is necessary when the real reason is to suppress all these subgroups of voters .

    • Here’s my advice: Don’t mail your ballot to the ROV’s office until Der Pumpkinführer leaves office. It’s safer to drop it at a drop box.

      Orange Mussolini is trying to weaponize the US Postal Service to serve as a filter of whose ballots submitted by mail are valid, based on lists developed by his administration, and the Supreme Court has given him preliminary permission to do so. The obvious goal is selective disenfranchisement.

      Unless you absolutely have to, you should avoid voting by mail.

      • I see three good choices: drop in a drop box, drop to election office or drop at a polling place. Do not use the mail to return your ballot until 2029, or 2027 if Trump’s effort to disenfranchise voters has been thrown out of court by then.

      • This is being overblown. There are multiple lawsuits against the USPS rule and Mango Mussolini’s Executive Order. The SCOTUS ruling was strictly procedural in relation to the XO, and did not affect the injunction against the USPS rule. Beside the fact that there is zero Constitutional authority for the executive branch to interfere in election administration, there is no time to change the rules before the mid-terms.

    • But rural voters, predominantly Republican and not just in Shasta, will be disenfranchised too and in some areas a lot more than democrats.

      • That’s not how the Post Office screening is going to work if implemented. Yes, eliminating mail-in voting would disproportionately affect rural voters who as a group lean Republican, but that’s not how Trump’s plan affects mail-in voting. He wants the Post Office to screen mail-in ballots against a list of approved voters and not deliver ballots of those not on the list. The black box is that who will create the list and what criteria will be used to exclude voters from it is undefined and up to the Trump Administration. So, the question is: Do we trust the likes of Stephen Miller to not use this tool to tilt the playing field?

  20. The alleged irregularities occurred under Curtis’ watch. He should remove himself before the next election. Otherwise, he becomes complicit.

    • Curtis certified the last two elections under pressure from his supporters not to do so, but under penalty of perjury if he failed to do so for fabricated, indemonstrable reasons. He’s absolutely complicit if widespread irregularities occurred under his watch, but he certified the elections because he knows this shit is all make-believe embraced by his dumb-ass supporters. Give him credit for drawing the line at committing election interference felonies for them. Chris Kelstrom, to his credit, said yesterday that he now regrets voting to hire Curtis, and that Curtis has been off the rails for six months to a year, refusing the advice of county council Joseph Larmour.

      The FBI will quickly find that there is no evidence of systematic fraud in our election. The Sheriff isn’t as stupid as the dozen or so Usual Suspects who protested at the SO (plus one bat-shit, freak-show fake journalist from DC). He’s not going to embarrass himself by entertaining their paranoid delusions. He likely understands that the local crazies are down to their last dozen craziest, and he obviously doesn’t want any of their stink on him.

  23. I might be obtuse but isn’t it Clint Curtis’s responsibility to check voter record, verify the signature on the envelope, match the signatures (need not be exact) and if signature is missing they need to reach out to the voter for verification and only then can the ballot be counted.
    So my question is of all these “fake ballots” how many residents were called or any attempt to reach out to them to call them “fake”.

    • You do realize that the Foundation’s only source of funds they manage is an endowment from the founders, the McConnells. It is they that have directed the foundation on what programs and goals they have and specific in encouraging investments to better Northern California.

      This is different to the private foundation Trump and his oldest children set up, had distributions that benefit them personally from donations they solicited to cover these things they personally wanted. Then the government found them guilty of fraud on several different charges, dissolved the foundation, distributed all the assists to, I think 5, legit nonprofits and they personally had to pay some $3 million in penalties and we’re barred from having any involvement with any other so-called charities organization. Which probably in their case isn’t very hard..

      McConnell foundation is no different from right wing founder David Koch, who inspite of that, has its goals of “committment to advancing the philanthropic legacy of
      David H. Koch, enriching the lives of individuals around the world through science and medical research, education, public policy, and the arts”.

      Go here https://www.davidkochfoundation.org/grant-recipients to find all the WOKE organizations they fund like hospitals, medical research, several museums and performing arts venues, environmental programs.

      So maybe a little research about who you slam in the world of philanthropy might help before you put forth your truisms.

      As a queer person, I am so delighted to see your support for our community. Queer teens make up over half of all unhoused youth in Redding. They are more likely to die by suicide, something we are all obviously against happening.   28. Every ballot has a name and address. Every person whose vote is being accused as fraudulent should be contacted. Privately, and given the opportunity to defend their choice and even pursue civil litigation for defamation. This s isn’t just annoying anymore.

  30. These types of gatherings spewing nonsense are not spontaneous, there is always funding behind them especially from local companies.

    I had to stop seeing my physical therapist Bryan Burch from Burch Physical Therapy, because I found out from talking to him at one of my appointments that he and his company were behind funding some of this election denial nonsense here in Shasta County. We had a close relationship over many years and that all came to an end when I found that out.

    We have to work together to boycott the companies that fund these types of groups, trust me that cannot do it on their own.

    If Clint Curtis had won, they’d be screaming from the rooftops that Shasta County finally had the most secure, transparent election in America.

    But Clint Curtis lost.

    So now the election is “rigged.” Now there’s “malfeasance.” Now there are “fake ballots.” Now everyone is corrupt.

    And I actually saw a sign that said, “We deserve election transparency.” Are you kidding me? YOUR GUY RAN THE ELECTION.
    You got the election official you wanted.
    You defended him.
    You defended his process.
    You told everyone to trust him.

    Then he lost. And suddenly the entire system is broken? Please.

    This is straight out of the Trump playbook.

    2016: Trump wins. Election good.
    2020: Trump loses. Election stolen.
    2024: Trump wins. Election good again.
    Next election: start screaming “rigged” early so if you lose, your supporters are already trained to reject the result.

    That is not election integrity. That is outcome shopping.

    Here is the rule they apparently cannot understand: An election does not become fraudulent just because your candidate lost.

    You don’t get to praise the referee when the scoreboard favors you and accuse him of fixing the game when it doesn’t.

    And when the man you trusted to oversee the election loses his own race, maybe the conspiracy isn’t that democracy failed. Maybe democracy WORKED.

    You wanted the voters to decide. They did. You just don’t like what they said.

    Maybe it’s time to find something else to do with your lives besides recycling the same tired conspiracy every time an election doesn’t go your way. At some point, “the election was rigged because we lost” stops being a serious argument and starts being a personality trait.

    The votes were cast. The result is the result. Your guy lost. End of story.

    Find a hobby. Touch some grass. Volunteer somewhere. Read a book. Start a garden. Do literally ANYTHING besides turning every defeat into another season of “Election Fraud: Shasta County Edition.”

    This is old. It’s tired. It’s annoying. And frankly, the rest of Shasta County is exhausted from having to listen to you embarrass the entire county on the national stage.

    • As a bona fide Boomer, I have to agree my generation, for the most part, has failed to live up to its expectations.
      For some reason most were taken in by the charm of Ronnie Ray Gun. They were too lazy and complacent to see the far reaching damage that Ray Gun, the Moral Majority and Corporate America had up their slimy sleeves.
      At the same time Democrats became feckless. Lost the ability to stay in touch with the people. They took money from rich libs (Hollywood, lawyers etc.).
      Please remember that not ALL Boomers fell for this crap. Many of us fought the GOP & Clinton types.
      So try not to generalize and put people into convenient groups. My generation has many people that tried for many years to stop what we are experiencing today.

    They’re one of the few guardians of the arts and culture we’ve got left in Nor Cal… but by and far all their executive board is conservative regardless. The never ending purity test by MAGA to limit themselves to only “real” conservatives is going to continue to ensure only the truly loony get into the inner circle.
